2003 Annual Meeting

February 14, 2003

 

Call to Order: President Ed Smally called the meeting to order at 6:35 p.m. in the Rec Room.  It was verified that a quorum was present.  61 units were represented either in person or by proxy.  The affidavit of mailing was read and placed on file.

A motion to waive the reading of the minutes of the 2002 Annual Meeting passed unanimously.

Reports

Copies of President Ed Smally’s report have been available in the Rec Room and will be mailed to all owners with the Annual Meeting minutes.

Committee Reports

Finance Committee – Harold Fletcher

The audit of the 2002 financial records is underway. There have been recent changes in the law, which permit the pooling of reserve funds.

 

Landscape Committee – Joann Smally

Report will be mailed to all owners with the Annual Meeting minutes.

 

Roof Committee – Ed Smally for David Smith

The committee, chaired by Dave Smith, worked with a consultant this past year to evaluate all the building and garage roofs and to develop a 5-year repair/replacement plan.  Building 4 roof will be replaced this year. Building 1 roof is scheduled for 2004. The consultant will write specs, handle the bidding process and oversee the work for Building 4 roof. The association will be able to save money by using the same specs on future roofs.

 

Document Committee – Ed Smally for Jerry Beaumont

The committee, chaired by Jerrold Beaumont, is in the process of understanding our documents. An attorney will take care of updating the portions that are controlled by Florida Statutes. Recommended changes to the documents will be approved by the Board of Directors prior to being sent to unit owners for a vote.

 

Unfinished Business

Noise from Flores Del Mar pool and spa heater – the heater has been put on a timer and now shuts off at 10 pm.  The developer has made arrangements to install a cover on the heater to suppress the noise.  Installation is scheduled for next week. Art Periard (Unit #4304) volunteered to serve as the chair of a committee to look into the problem if the new cover does not muffle the noise sufficiently.  Mr. Periard has drafted a ‘Noise Pollution Petition’ which he intends to use if the noise problem is not resolved.

Lights from Flores Del Mar shining into building 4 first floor units--Flores Del Mar has planted a hedge of silver buttonwood, which does not do much good now but is very fast growing.  The landscaper feels there is nothing we could plant that would grow any faster than the buttonwood.   In response to owner concerns on the first floor of Bldg. 4, Paul Hurley recommended that Canaveral Sands put shrubs along areas of the fence as soon as possible.  Oleanders or hibiscus were mentioned as being fairly fast growing and can be trimmed into hedges. A motion was made by Paul Hurley, seconded by Joyce Money to challenge the Landscape Committee to come up with shrubs that are fairly mature to resolve the lights from Flores Del Mar problem along the back of building 4 immediately.  A majority of the membership present voting in the affirmative the motion passed.  Estimated cost of normal size plants to grow a hedge behind building 4 would be approximately  $400. Larger size more mature plants are expected to be substantially more.

New Business

Paul Hurley will follow up with the City regarding a question raised by an owner on whether trees on Flores Del Mar property can be allowed to block the view of Canaveral Sands unit owners. It was announced that the Organization Meeting would be held following adjournment of the Annual Meeting.
