Welcome to Sunrise Landing. This is a guide for new owners and is not a substitute for the official documents. You are responsible to comply with the all the Documents whether you read them or not. Please note that many of the documents in the owner’s possession are not the official ones even though they say SUNRISE LANDING! The proper ones will have I, II, or III written after Sunrise Landing.

Which Phase do I live in? If your address is in the 7100 or 7200 series, you are in Phase I. If your address is in the 7300 series, you live in Phase II. If your address is in the 7400 series, you live in Phase III.

May I obtain a copy of the official documents? The answer is yes and they are available in the office for a duplicating charge of $25. Do I have to have a copy? No

Where is the office? It is 7350 Unit 105 and is near the flag pole with a sign near the river indicating “office.” The office is usually open from 10 AM to 1 PM on weekdays. How many units are there in Sunrise Landing? Sunrise Landing consists of 236 units in 24 buildings. You are part owner of more than a half mile of water front property with a view of America’s only facility for launching people!

What exactly do I own versus the Association? Owning a condominium is not the same as owning a house. You are living in a common building with many people on common property and there are things that you cannot do. You may do almost anything inside your unit, as long as it does not affect the structure and safety. Many have modified their unit by adding mirrors, new and larger cabinets, etc. You do not own the porch as it is a limited common element, but you have exclusive use of that area. The building structure is a part of the common elements and you do not own it. The office and pool complexes are examples of Association owned property. You also own your whole air conditioning system including the outside unit even though it is outside the unit boundary. The boundary is commonly called “inside the paint.” You are responsible to flush the AC condensation line. Most people pour a diluted cup of bleach about every 6 months into their drain pan underneath the coil of your inside unit. The Association, as a free service, vacuums the line from the outside. If you are not in the area, make sure someone checks your unit periodically, especially after a storm. Give the office the name and the telephone number so that person can be contacted to unlock the unit in case of emergency.

Do I need insurance? Yes. Is renter insurance sufficient? No. You are responsible for certain property of the building. Florida law changed in January 2004, whereby the unit owner is responsible for not only the coverings on the floors, ceilings, and walls, but also the cabinets, countertops, water heaters, air conditioners, window treatments, etc. This should be covered under “Dwelling” in your policy. You should cover your personal possessions under “property.” Insure for “replacement value” not “actual cost.” There is a major difference. You are required to have liability insurance as you could be responsible to another party for an action intended or unintended. Read your insurance policy! The Association has a master policy for all risk and also for flood. Obtaining insurance has been difficult and it is the most expensive item in our budget.

When is the budget prepared? The budget is prepared in the fall and is mailed to the unit owner for review prior to the budget meeting. The budget is over $700,000 and covers the anticipated expenses for the coming year. Payment booklets are printed and mailed to all the owners in December or shortly after you purchase the unit. The income is derived from the monthly “assessment” which some people call the maintenance fee. Occasionally an unexpected event occurs like damage to the seawall from a hurricane. Then there may be what is called a “special assessment” to pay for that repair. Each unit pays the same amount even though the unit sizes may be different.

Can I withhold my assessment if I am not happy with the services? No, the association needs the funds to pay for its expenses and by Florida Statute, the Association could foreclose on your home if you do not make your payments on time. Contact RDI with any budget questions.

What do I do if I have a problem or a complaint? Go to the office and fill out an Attention Form. It will be given to the proper board member for action.

How does the Association operate? The Board is responsible for the operation of the Association. The Documents allow between 3 and 9 members to be on the board. Currently the number of positions is 7. Our documents call for the annual meeting to be held on the 3rd Wednesday of the month that the Association was incorporated, which was March (1986). There are about 12 board meetings a year. There is no set date – only on need. The Association is managed by Reconcilable Differences. They handle day to day maintenance and bookkeeping issues and attend all meetings. But we ALWAYS need volunteers to perform certain administrative duties, such as answering the phones and questions about the property. Some of the men perform some handy man projects like repairs to the docks and grounds. The volunteer work is for a few hours once or twice a week. It is a form of exercise and you get to know your neighbors and provide a worthy service to our community. If you would like to join us, you will be greeted with open arms!

May I run for the board? Any unit owner may run for the board. How do I sign up? About the middle of January, you will receive a letter giving notice that the annual meeting will be held during the middle of March. The letter will give specific instructions on how to submit your name and an option for submitting a resume. A second notice will be sent out in early March giving the names of those who are running along with the resumes. If the number of candidates exceeds the positions available, there is an election on the night of the annual meeting. The elected officially take over that night. An organizational meeting takes place almost immediately and the board members elect the positions, not the membership.

Do the board members receive a salary? None of the board members receive a salary or any type of benefits. They are all volunteers and they set the policy and run the Association.

Do we have a clubhouse? No, but there are two cabanas, one at each pool where the people socialize.

Do we have recreational areas? Yes, there are two tennis courts, two shuffleboard courts, and a horseshoe pit, in addition to the pool complexes. Your pool key is also used for access to the two piers and also for the shuffleboard and horseshoe equipment located under the bench in the shuffleboard area. Some of the men play golf as a group once a week, primarily in the cooler months.

Can I dock my boat at the pier? No docking at the pier or seawall is allowed. The Association does not control the water in front of the seawall and some people have anchored their boats there. The water is shallow and there can be large waves and the vessel could break loose and damage the vessel and also the seawall. This has happened several times and you would be liable for any damage.

What are the rules on parking? You are allowed ONE vehicle to be parked in the “Residents” area. Any other vehicles are to be parked in the area “Guest 2nd car.” Parking decals for your vehicles are available at the office. Put them in a visible place on the glass of your vehicle.

What are the rules for pets? Dogs must weigh 29lbs or less and the dogs must be walked in designated areas. Owners must clean up their animal wastes. An oversized dog is permitted for the handicapped with written approval. Pets must be approved by the Board before inhabiting a unit at Sunrise Landing.

Does the Association have security police? No, we do not have police, but we have volunteers that check the area for minor offenses, such as parking. The Association has a fining committee for violations. If there is excessive noise that is keeping everyone awake, call the police.

May I plant my own plants out front? You do not own the property, so the answer is no, but some people have planted annuals and take care of the area. Check with the board member in charge of grounds before planting. The Association has had to remove trees that grew very fast as they blocked the view of other owners.

What kinds of fish are in the water?

In the water there are many types of fish. The fish that jump are usually mullet, a feeder fish. There are red fish, sea trout, snook, shark, and cravelle jack. There are also bottlenose dolphin (not porpoise) and manatees. During the colder months there are about 400 of the 3000 manatees in Florida in the general area of the power plants. Occasionally, an alligator visits the drainage tube between 7240 and 7230. Also a few could be in the grass just north of our northern boundary. Do not feed the alligators!

Will I receive a water, sewer, or garbage bill? No, water and sewer are part of your monthly assessment. Please conserve water and check your toilets. The garbage fee is part of your taxes.

How do I get rid of large items that will not fit into the dumpster? Before you set out your old refrigerator, dryer, or large object, call Waste Management at 723-4455 or 569-1776. The numbers are also posted on the dumpster. It may take as long as 3 to 5 days before they come. There is no additional charge.

May I rent my unit to another party? Yes, with qualifications. It must be for at least 180 days; the party must pass an interview with a board member and the renter must make a security deposit, currently $100. THERE HAVE RECENTLY BEEN SERIOUS VIOLATIONS OF OWNERS RENTING THEIR UNITS WITHOUT APPROVAL FROM THE ASSOCIATION! Owners have had serious problems as it is difficult to remove the tenant for non-payment, etc.

Can I have a party at the pool? Yes you may, but the recreational areas are open to everyone. Remember your neighbors and clean up after you are done. Read the pool rules that are posted at both pools.

Does someone clean my windows? No, you own the windows and it is your responsibility to clean them. How do I do that especially since I live on the second floor? Some use a window spray cleaner attached to a hose from the ground. Some use a long handled squeegee. Some clean them from inside the unit. The lower window can be removed. With the window closed, look inside the track and you will see a white plastic tab on each side. Move the tab up and the lower part will move about ¼” into the track. Slide the window up and you will notice that the window is very loose. Move it to one side and take it out. To install it, just reverse the procedure. Do not forget to slide the tabs down after you close the window.

Where can I purchase replacement parts for my windows? Coastal Windows, 1006 S. Florida Ave., Rockledge 636-2673 has parts. These windows sweat in the winter and thermally they are very inefficient. May I replace them? Not at this time. It appears that hurricane shutters are required for each new window or a high impact window. This is currently being reviewed – stay tuned!

 

When leaving your condo for as short as a weekend, turn your water supply valve off! It is located in front of your unit. There have been many cases of water problems when people are not present. Do not store items underneath the stairwell. This is a requirement of the fire department.

Read your Rules and Regulations. If you do not have a set, obtain a copy in the office. .

Some day in the future you may want to sell your unit. To insure a speedy process please complete and submit the “Intent to Sell Form” to the office.
